Software upgrade on the Deschutes county stations was postponed

Due to sensor and antenna swaps at both stations WACO and PDXA, and the attendant time for repositioning each station, we have temporarily removed both stations from the Oregon Real-time GPS Network active stations. When new positions are developed, we will make WACO and PDXA active in the ORGN. The ORGN has sufficient redundancy in the Portland metro area to function well without WACO and PDXA.
